Civic AI Benchmark

Compare CivicPlus vs CITIBOT vs Curia.IQ

Not All Civic AI is Created Equal

We asked Curia.IQ (a City in Iowa), CivicPlus (a St. Louis Suburb), and CITIBOT (a city in Metro Atlanta) the same real-world municipal questions. Compare using real municipal questions on permits, budgets, and council priorities in this 2026 civic AI benchmark. The differences appear not only in whether an answer was returned, but in how much useful information a resident received before being sent somewhere else.

Benchmark 01

Can the assistant turn a permit question into an actionable answer?

Question asked to all three systems “What are the requirements and do I need a permit for a fence?”
CivicPlus
Confirmed the permit requirement and provided several plan requirements.

The response went beyond confirming that a permit was required. It surfaced the department, application material, regulatory guidance, and steps the resident could take next.

What stood out

A correct answer is useful. An actionable answer is more useful.

In this test, all three systems helped with the basic permitting question. The distinction was how much work remained for the resident after receiving the answer.

Benchmark 02

Finding the budget is not the same as understanding the budget.

Question asked to all three systems “Can you summarize the last budget?”
CivicPlus
Located the budget document but stated that the available searchable information was insufficient to summarize it.

The response identified the budget record, but the resident did not receive the requested summary.

CITIBOT
Said it did not have specific details about the budget and redirected the resident to the website and municipal staff.

The Curia.IQ difference

Residents asked for a summary—not another place to search.

Curia.IQ is designed to retrieve from indexed municipal information and synthesize that material into a usable answer while still preserving the connection to the underlying public records.

Benchmark 03

Can the assistant connect information across public records?

Question asked to all three systems “What are the council priorities this year?”
CivicPlus
Did not return an answer to the requested council-priorities question.

Observed result

The response provided a path for the resident to continue looking, but did not answer the priorities question directly.

Curia.IQ Our response
Identified current policy matters, capital and financial priorities, work-session topics, and downtown initiatives.

Observed result

Curia.IQ synthesized information across indexed public records and organized the answer into current policy decisions, financial and capital priorities, work-session topics, and related initiatives.

What stood out

Some civic questions do not live on a single webpage.

Council priorities may be distributed across agendas, minutes, budgets, capital plans, work sessions, staff reports, and other public records. This test illustrates why retrieval across those sources can matter.

Beyond Website Search

Municipal knowledge rarely lives in one place.

A resident may ask one simple question, while the information needed to answer it lives across webpages, budget books, agenda packets, meeting minutes, ordinances, capital plans, departmental documents, and other public records.

Designed differently

Curia.IQ is built to retrieve, connect, and explain municipal information.

Instead of treating the municipal website as a collection of links, Curia.IQ is designed to use indexed public information as a knowledge source—allowing the assistant to answer the resident's question directly while connecting that answer back to the underlying records.

Benchmark Methodology

A defined snapshot in time.

How the comparison was conducted

The benchmark used publicly accessible municipal chatbot interfaces and asked each system the same or substantially identical questions covering a permit requirement, an annual municipal budget, and current city council priorities.

Screenshots are presented so visitors can review the full observed responses rather than relying only on selected excerpts or summaries. City-identifying and personally identifiable contact information has been redacted from the published screenshots.

September 30, 2026 Responses were pulled at approximately 8:40 PM and are presented as a reference point for the systems' observed behavior at that time.
Benchmark responses were collected from publicly accessible municipal chatbot interfaces using identical or substantially identical questions. Results represent the responses observed on September 30, 2026 at approximately 8:40 PM and may change as vendors, municipal configurations, source data, websites, and indexed content are updated.
